I am commanded by My Lords Commissioners of the Admiralty to refer to your letter 54145/1/45 of April 6th, 1945 and to state for the information of the Secretary of State that in general Their Lordships have no objections to the recommendations on the future control and development of Hong Kong made by Sir David Owen as modified by the Governor of Hong Kong. It would, however, be appreciated if, in addition to the naval representation as proposed, arrangements could be made for the representation, in an advisory capacity, of the Civil Engineer-in- Chief, as is customary in comparable
cases.
